Dragilor,
Conform discutiei noastre de la Predeal, am invitat-o pe D-na Popa sa se alature Grupului Impact. A fost o discutie extrem de agreabila, dansa a fost interesata de demersurile si activitatea noastra si se va alatura eforturilor GI. Bun venit in GI! J Noul produs “Manualul bibliotecarului incepator” (daca nu gasim alt titlu mai bun) i-a atras in mod deosebit atentia.
Ca urmare ne vom vedea impreuna la Workshop-ul cu David Streatfield in 3-5 Mai, intr-o locatie care o voi anunta in curand.
Intr-un viitor apropiat voi trimite un mail, incat sa incercam sa fixam restul intalnirilor pt acest an, si numarul lor. Din discutia cu Dragos a reiesit ca vom avea o inatalnire comuna cu comisia de statistica, pt a discuta despre chestionarele online. Nu cred ca va fi inainte de Iunie.

Bun venit, Doamnei Popa! Cu siguranta experienta deosebita si daruirea pentru profesie vor fi de mare Impact! Ma bucur si asteptam sa ne intalnim spre a continua munca bibliotecareasca.

Semne bune!!! Incet-incet tot mai multi din cei revoltati pe GI, vor intelege ca nu suntem "lupii cei rai", ci, dimpotriva, cativa "frumosi nebuni" (parafrazand un celebru roman) care doresc sa daruiasca fapte, nu vorbe.
E foarte important, dupa parerea mea, sa actionam cu intelepciune si sa raspundem cu diplomatie si respect tuturor provocarilor, fiind convinsi ca majoritatea bibliotecilor si bibliotecarilor simpatizaeza GI! Faptele conving intotdeauna!

Please use this Co-operation Agreement for signing
Hi again
Many apologies South Dublin have pointed out we have not updated the project figure at 9.02 in the Co-operation Agreement. We have the correct €7000 figure at 7.07 but not at 9.02. As this is money we need to get it right.
The attached Co-operation Agreement has the correct amendment. Can I ask you to sign this one and send back? It now reads.
9.02 The partners will receive 80% of the agreed €28,000 project budget and the €4000 materials budget during the life of the project. The remaining 20% of payment will be made after the project has ended and once the project leader has received the final grant payment from the European Commission.
So sorry, we thought we’d checked everything!
We have left 7.05 as it is as we will collect an overall figure for your book spend. The form will now be much lighter and will not require you to detail the books.
7.05 The partners agree to send the project leader records of the books bought for the project every 6 months on the template form provided by the project leader.
Special apologies to More og Romsdal and Linkoping who have already sent back their signed copies!

Documents to sign and good news!
Hello Daniel and Ruxandra
Please find attached the final documents for you to sign for the Reading Spaces grant application. Opening the Book’s details and signature are in place – we will sign the budget form by hand.
We have really good news that we have increased the project budget for each partner from €16,000 to €28,000. Also Materials have gone up to €4000 from €2000 – that’s another €14,000 overall! We hope this good news will help you get the documents signed speedily and back to us. If you have any problems at all, please let us know immediately as we are now up against the deadline.
Who can sign:
Anyone who is legally allowed to sign on behalf of your organisation.
This can be your LEAR but doesn’t have to be.
This can be your RSM but doesn’t have to be.
Partners are using their Lear, their RSM, their RSM’s next-up manager, somebody higher up in the council – you can choose.
Please ask the same person to sign all 3 documents.
If you have an official stamp please use it; if you don’t, just leave that blank.
Document 1: Reading Spaces Co-operation Agreement
You can drop in a digital signature on the document or print off 2 copies, sign by hand on the last page, scan and return to us by email. You keep one copy and you return one to us.
Please scan the whole document and return to us by email. If that causes a problem, just scan the last page and send that.
There are some minor changes to the wording from the Draft everyone has approved but nothing major, except the clear message that even if you withdraw you do not have to pay any money back that you have received.
Document 2: Reading Spaces Budget
This is the budget form you have seen before but now with the full front summary sheets. The sheet does not allow us to enter Partner names on the tabs – you must go to your Partner Number, click there and you will see your name at the top of the sheet. You cannot drop a digital signature onto this sheet – the signature cell is protected. Please print off the sheet and sign it at the bottom. We have set up each sheet to print on 6 pages at A3 but depending on which version of Excel you have, that may or may not transfer. Please scan the whole 6 pages – this can be at A4 if you don’t have access to an A3 scanner - which relate to you, sign the last page and return to us by email. I will then hand sign the front sheets.
Document 3 Letter of Mandate
This is a document where you agree that if we are successful Opening the Book can receive the grant on your behalf and will distribute the monies as agreed. This is a requirement of the EU and we must use their template, the form of this Letter is defined by them. You can complete the yellow highlighted areas in the Word document or print off and fill in by hand. Make 2 copies. Scan one and return to us by email. Keep the other as your copy.
Please return all documents by email as soon as you can. Please then put one hard copy in the ordinary post to:

The hard copy is a back up in case the EU asks for it. You do not need to send it express or special delivery, just ordinary post.
What to check:
Please feel free to read everything but the substance is all already agreed and approved. The figures for amounts of contribution and of grant received are the same across all 3 documents. Your hours of staff time are the same as you have already agreed.
Changes
Your total contribution is less than you agreed because we now only show staff time.
1. The project budget and materials allowance appear on your budget sheet but they are not added into your contribution.
2. Book spend and premises hire have gone as our consultant has advised that these are ‘in-kind’ expenses and will be ruled out. We hope you will still give us the rooms free of charge but we don’t show this as part of your contribution. You will not be required to submit any formal records of book spend. We may still count up the in-kind support to show the added value partners are bringing to the project but it is not part of the application budget.
3. Expenses are changed from the previous agreed budget because everyone now goes to Helsingborg not Tallinn for the international workshop and some exchange visits have changed as we explained in the programme sent out on Friday.
4. We have restructured overall to remove all the costs associated with Estonia.
5. We have also been advised that OTB’s contribution of free Reading Academy module places across Sweden, Norway, Poland and Romania (outside the partners) will be treated as in-kind unless we charge for the courses, put the money in the project budget and then give the fees back. That is not workable – a course is either free to access or it isn’t! So we have taken that out too. This means OTB’s contribution shows as a lot smaller. We will still offer the courses for free across the 4 countries – this is an important legacy - we just can’t show it in the budget. All partners are helping to make a tremendous resource available as a legacy here – you are doing something for all the libraries in your country.
Your benefits are not shown in the cash outcome and you may need to explain this to any senior manager who is signing if you haven’t already. The 50% of your time is what pays for the programme of workshops, training and projects from Opening the Book. The big benefits for your service are not just the project budget – the benefits lie in access to ideas, resources, projects, discussions and training – the international workshops and conference, new stimulus and resources every month in the Reading Arena, mentoring support from OTB, visits to other partners, and free use of online training in your own language in the Reading Academy. This is what accounts for the difference between what you put in and what you get out. All this has a commercial value – if you had to buy Opening the Book’s courses and consultancy on this scale you would need quite a bit of money. You get it for free as we get paid from the EU grant. We get paid from the EU grant because of the time we can show you are giving to support work with readers.
The other big thing to emphasise is that this project will enable you to reach and engage readers in new ways. You are developing the audience for your own library service at the same time as you are meeting the requirements of the grant application. The skills which your staff will learn will have a wider benefit to your library service beyond the Reading Spaces project. Forgive me if I am repeating explanations we have already given but I want to make sure you have all the information you need.
What happens next
1. We are still working on all the explanations in the 107-page Application Form and the 40,000 word project description – we had to fix the budget first so you could all sign the documents. Part of our team has been working on text at the same time as another part has been working on budget but I am required for both so I am the bottleneck! The Form and the project description are really arguments to justify the project and to prove our competence as project leader – there is nothing where partners are likely to disagree with what we say. The key objectives and activities are listed in the Co-operation Agreement and we have circulated a revised programme too – those define the core of the project. We will circulate the Application Form to everyone for information but only Opening the Book as lead partner has to sign it. Similarly, only Opening the Book has to provide audited accounts. There are some questions where we will come back to you individually for any specific information we haven’t already got.
2. We will hand deliver the application to Brussels on March 5 – my half-Belgian husband has volunteered to take it!
3. We will not hear if we have passed the evaluation phase – both technical and by expert consensus meeting – for some time, probably not till August.
4. If we pass the evaluation phase, we may be invited to start an adjustment phase where the EU authorising officer confirms or amends aspects of project management, reporting and financial details. This prepares for a final grant agreement. Of course, we will keep you informed if we hear anything.
5. If we are successful, the good news is that we can adjust money from one budget category to another by up to 10% without needing permission from the EU. We can make bigger adjustments too but for those we must submit a revised budget and get the OK from the EU. So the documents you are signing provide a framework only and it is quite easy to change things in future if you need to.
Thankyou for all your support. The Opening the Book team have worked non-stop on this for the last month. We still have a lot to do this week but with your help it is all possible. We have heard that not many projects are ready for this early deadline so we have a greater chance of success applying in March than in October – that is why we are still going for March although the budget has taken us longer to settle than planned.

Buna seara, dragi parteneri!Tinem sa va anuntam ca prin Hotararea Consiliului Judetean nr. 73/30.01.2014, Strategia de dezvoltare a Sistemului de biblioteci publice din judetul Brasov (2014-2020) a fost aprobata.In cel mai scurt timp va voi trimite documentul final al strategiei, pe care il vom si incarca pe pagina de internet a bibliotecii.Va multumim pentru ajutorul acordat!
